While on campus your Chromebook is constantly connected to the school's wifi. If you are working off campus your device will have to be connected to a wireless access point.

Your Chromebook does work both online and offline (yet most apps and web based sites will not work offline); like Windows, and as mentioned before, your device has ‘Files’ and ‘Google Doc, Sheets, Slides, ect., which should operate offline. Just remember to save.
